The same measurement calls for a different instrument depending on where it is installed. A flow meter on a potable water main, on a steam header and on a chemical dosing line may all be described as flow measurement, and all three are specified differently - by conductivity, by temperature and pressure compensation, and by the wetted materials that survive the medium.
